What is the Hubert H Humphrey Fellowship Program?
Running since 1978, the Hubert H Humphrey Fellowship Program offers individuals the opportunity to explore their leadership skills in the United States for a year. It is a non-degree academic program that helps students in engaging in global discussions of social and economic issues related to the United States and students’ home country.
Named after the 38th Vice President of the United States, Hubert H Humphrey, the aim of the program is to indulge students in experiences that help them develop their leadership qualities and professional engagement skills. Thirteen designated universities in the States host the program to students who are interested in enrolling.

The US Embassy in Croatia has recently announced the competition for the Hubert H Humphrey Fellowship Program. The program is a joint program in Croatia between the US Department of State and the Government of Croatia. Any mid-professional is an ideal candidate for the program with proven leadership roles and abilities. However, applicants must realize that it is a non-degree program which means they cannot transfer to degree status at any time. Neither can the Humphrey Fellows request placement in any university.
Fellows are divided into groups as per their subject affinities and placed in the 13 designated host universities where they can continue with the academic process. Fellows are exposed to activities that help in professional and personal development. This can be an extraordinary opportunity for students to explore the US work environment.
The fields of study for the program include Laws and Human Rights, public health policy and management, agricultural and rural development, communications and journalism, urban and regional planning, educational administration and policies, economic development, human resource management, and more.
Who is Eligible?
Mid-career professionals who have a dedicated record of committed public service and experience in leadership positions. A 5-year degree with proficiency in written and spoken English is mandatory.
Selected applicants will be interviewed in person or virtually where the finalists will be shortlisted. They are required to take the TOEFL (Test of English as a Foreign Language) test by the October of 2021.
